In the Philippines it would appear that everyone has been indoctrinated into the myth of foundation. Most of the wax supply is Chinese and full of nasty chemicals and disease. Its a cheap dirty industry in China done in kitchens. Considering the high hive mortality in China due to all the pesticides in the environment it is likely most of wax is from dead outs. Bees are in such demand that it is still necessary to pollinate by hand in many places in China. Why would they ever want to melt down good comb? Must be dead colonies??
